Statewide outcome evaluation: an introduction to the special issue.

In this introductory article to the special issue, the author (1) gives an historical account of how the special issue came into being, (2) proposes a model that identifies the major issues to be concerned with while doing statewide outcome evaluation, and finally, (3) gives a brief introduction to the articles that follow.
