Abstract
Policymakers promised a season of plenty by shifting Medicaid recipients to managed care--enough to expand coverage to the uninsured. But many states have sliced their rates severely. Big HMOs bolted from some markets and threaten to leave others. That leaves managed care rollout plans in trouble. And hardly anyone is talking about expanded coverage.Entities:
