Abstract
Day care for young children is an increasingly popular and needed resource. However, there is no consistent federal policy for assuring quality. This paper argues that fiscal and monitoring responsibilities should be based in a federal agency committed to children and families, and standards should be explicit, enforceable, and economically realistic.Entities:
