Abstract
This paper is concerned with the problem of introducing an evaluative capability in the administration of the health services of developing countries. The scarcity of resources available for evaluation is taken for granted; as a consequence, the approach to evaluation must be simple and straightforward. A strategy for developing such an approach is presented. The strategy is characterized by a gradual build-up of an evaluative capability along with a strong tie with existing decision-making and planning activities. If successful, the evaluation activity constitues an integral part of the management system of the services, one which should permeate all service levels.Mesh:
