Abstract
There are conspicuous limits to what privatization and the free play of market forces can do for health care. In particular, they cannot ensure access, adequacy and affordability for users. Therefore, in moving from a centrally planned economy, governments need to take care to avoid some of the costly mistakes that have been made in western countries.Mesh:
