Abstract
Local public officials have become greatly concerned about the impact of the continued demand for local subsidies for outpatient programs. This article examines two basic obstacles to the fiscal viability of inner city ambulatory programs, management practices and reimbursement policies. Findings are presented with respect to the relative importance of these obstacles and options are developed for the reform of existing subsidy programs.Entities:
