Selected narrative responses regarding the impact of COVID-19 on child welfare and foster care specific issues.
| Sub-themes | Sample quotes |
|---|---|
| Foster Care Adjustments | - “Two children placed at onset of stay home orders. Helped adjustment to home in some ways (suspended visits with bio family, more time together). More difficulty adjusting overall due to limited social opportunities.” |
| Insufficient Childcare Funding | - “State needs to make extra allowances in this situation at least this year. The other spot (in a decent center) we found which was more affordable does not want to be bound by the hoops of the voucher system. I have foster family friends that have either had to quit work or quit fostering…two others are single parents who work full time and are seriously struggling with the child care issue… I really hope the state can adjust to provide more support for this issue otherwise I am afraid it will exacerbate the shortage of quality foster families!” |
| Service Provision | - “Halted social worker visits in the home of children I serve.” |
| Court Delays | - “Termination of Parental Rights (TPR) has been rescheduled and court dates because of COVID-19.” |
| Visitation Disruptions | - “My foster son was sent to bio parents with very few visits with bios and no overnights because of COVID-19. He went home to practically strangers because court did not want to delay reunification any longer.” |
| Placement Disruptions/Delays | - “I experienced a disruption during this time with a child who had been with me for 1.5 years, TPR on the horizon. Kids out of school, all of us stuck at home 24/7, teletherapy appointments that were not very effective, not having access to my family (we were trying to abide as much as possible by the guidelines of staying home and away from other people) who are my absolute biggest supports definitely contributed to the disruption. There were other behavioral issues and I had several other children at the time, so it wasn't the only thing. But the virus definitely impacted my ability to be at my best when dealing with behavioral issues and just feeling very isolated with all the kids.” |
