R L Hilderbrand1. 1. Richard Hilderbrand, PhD, is a biochemist who has worked in drug abuse reduction programs with the U.S. Department of Defense, the Substance Abuse and Mental Health Services Administration, the US Anti-Doping Agency and Quest Diagnostics. Although retired, he serves as an inspector for the National Laboratory Certification Program and consults on drug of abuse issues.
