Abstract
Examining the literature in opposition to primary prevention finds that a major issue is the unwillingness of treatment advocates to share funding with primary prevention advocates. The author describes a model of financing prevention programs through the private sector, explains the methods necessary to implement the model, and provides three examples of prevention initiatives where the model can be applied.
