Abstract
The aim of this paper is to create the basis for a vision of an empowered citizen who can control his/her life, especially in relation to health and personal wellbeing with the use of new ICT-tools. The methods used in the study are based on futures studies, especially on scenario methodology. Alternative future paths, i.e. scenarios are constructed using the scenario filter model that we have developed, with market, technology and society perspectives. Scenarios not resulting in the vision are described in what if - analysis as well. The scenarios are combined with Viherä's model on citizen's skills, access and motivation to use new ICT-tools. The concept COPER is targeted to different user groups with an adaptable user interface and its development is user centered. We will consider the effects and the appropriate elements of COPER in every scenario, as well as the possibilities and challenges nursing will confront. As a result we will gain information of the characteristic of COPER that advance the vision. For the future development of COPER the alternative scenarios give the basis for flexibility planning, too.Mesh:
