Needs assessment.

Purchasers of health care are required to buy services to meet the needs of the population. Needs assessment, however, is still in its infancy. More work is needed on the measurement of disease and disability in the community and on the effectiveness of treatment. Even when needs assessment is more sophisticated, purchasers will still have to devise means of choosing which services to buy.
