[Planing in health organizations: analysis under systematic view].

Abstract

Health planning in Latin America is marked by the request from Pan American Health Organization to Centro de Estudios del Desarrollo (Center of Development Studies) to write a document focusing on planning concepts. The training of technicians in planning promoted the dissemination of this methodology. Systemic planning was adopted, aligned with the ideas of functional society in the sixties. This article discusses the following methodological steps: situational analysis; establishment of aims and plans; implementation of the proposal, process monitoring, and strategic, tactical, and operational planning levels and their correlation with power structures within the organizations.
