Abstract
Botswana, among the countries with the highest HIV/AIDS prevalence rates in the world, has been recognized internationally for its ambitious program to offer voluntary counseling and testing, prevention of mother-to-child transmission (PMTCT) and antiretroviral (ARV) treatment to all residents. Unfortunately, these policies have not been extended to the large numbers of refugees in Botswana. Botswana's Refugee Recognition and Control Act does not recognize a refugee as an ordinary resident.Entities:
