Abstract
In 1986, the provincial Government of Hunan issued a Circular on organizing manpower and adopting measures to check the rising trend of having an additional child. The Circular contains the following text: "Recently some localities have slackened their work on family planning (FP). The trend of having an additional child has not been properly checked .... No locality should recklessly change the FP policy. We should report to the provincial FP Commission for approval those couples who are having a second child. We must take as a longterm and important task the work of advocating one child per family. We should consolidate the one-child households so that the number of people receiving a one-child certificate will continue to increase."
