Abstract
Natural and technological disasters present significant threats to the public's health. The emergency response capabilities of government and private relief organizations are limited. With a strategy in which residents of urban areas are trained in search and rescue, first aid, fire suppression, care and shelter, emergency communications, and disaster mental health, the community becomes a "resource" rather than a "victim."Mesh:
