Abstract
The traditional explanation of the relationship between structure and technology in the design of an organization is developed to include the implementation phase. A model of the implementation phase uses worker discretion as a linking mechanism to explain the impact of structure on human service technologies. A path analysis of data from 30 human service organizations supports the specification of technological routinization in a dependent relationship with four structural variables.Entities:
