Abstract
Rochester, N.Y., which has experienced success in controlling healthcare costs while providing widespread access to care, is being studied as a possible model for national healthcare reform. Because of efficiencies in its system, employers there have been able to save hundreds of millions of dollars in recent years. But some say the city has benefited from special circumstances that may not last much longer.Mesh:
